Agriculture, value addition and stronger sector systems

Agriculture is central to the livelihoods of many households and the economic activity of communities across Kenya. The journey from production to processing and sale involves more than individual farmers. It also depends on institutions, standards, access to markets, value addition and the coordination of different participants in the sector.

Senator Kibwana’s Nuts and Oil Crops Development Bill, 2023 proposes a framework for a sector in which producers and processors can have distinct but connected needs. Its subject includes sector administration, development, processing, marketing and agricultural value chains. Source

The legislative objective is not the same as a guaranteed economic outcome. A bill can propose institutions and policy rules, but whether those arrangements produce stronger markets or improved farmer incomes depends on legislation being passed and implemented, resources being available and participants in the economy being able to respond.

By bringing this proposal before the Senate, Senator Kibwana contributed to a structured discussion about the policy conditions affecting nuts and oil crops. The October 2026 Senate tracker shows the bill had reached the Committee of the Whole stage and was awaiting division. That progress forms part of her documented legislative record. Source
