The role of a nominated Senator
Kenya’s Senate is a constitutional institution with responsibilities relating to county interests, legislation, national revenue allocation and oversight. A nominated senator participates in the work of the House in accordance with the Constitution, applicable law and parliamentary standing orders. Senator Hamida Ali Kibwana joined the 13th Parliament in 2022 through the ODM nomination process. Source
Her parliamentary responsibilities include scrutinizing proposed laws, participating in debate and voting, raising matters through statements and questions, and carrying out committee assignments. Each of these functions operates through procedures that distinguish a senator’s proposal or intervention from an action of the national or county executive.
Chairperson — Standing Committee on Roads, Transportation and Housing
On 15 September 2026, Senator Kibwana was elected unopposed as Chairperson of the Senate Standing Committee on Roads, Transportation and Housing. The Senate formally communicated that election during its sitting on 17 September 2026. The appointment followed the departure of the previous chairperson, Senator Eddy Oketch, from that position. The committee’s subject matter sits at the intersection of economic activity and everyday life. Roads influence movement and the cost of getting goods to market. Transport systems affect safety, access and reliability. Housing and settlement planning are closely connected with services including drainage, water, electricity, schools, healthcare and public transport.
As chairperson, Senator Kibwana’s responsibility is to guide meetings and committee deliberations within the parliamentary framework. The committee can examine matters falling within its mandate, consider legislative and oversight business, engage relevant institutions and contribute reports or recommendations through Senate procedures. Projects are planned and delivered by the responsible executive agencies and governments—not directly by the committee chairperson.
The importance of coordinated planning
Infrastructure and housing policy cannot be considered effectively in isolation. Senator Kibwana’s June 2026 parliamentary question about urban housing development and supporting infrastructure raised the issue of new urban settlements being planned without matching provision for essential services. The question reflected concern about whether housing development is aligned with roads, drainage, water supply, electricity and social amenities. Source
Collaboration and legislative mediation
The National Assembly’s Hansard of 11 June 2026 identifies Senator Kibwana among additional Senate members appointed to a mediation committee concerning the Co-operatives Bill, 2024. Mediation is a parliamentary procedure that seeks agreement when the two Houses differ over legislation. Source
