PUBLIC SERVICE & PARLIAMENT

Health access, affordability and digital-care frameworks

Updated 23 October 2026

Parliament of Kenya

Health policy is measured in the day-to-day experience of people seeking timely, appropriate and affordable treatment. Access can be shaped by the availability of specialists, the location and capacity of facilities, the cost of services and how well systems coordinate between national and county institutions.

Senator Kibwana’s health-related parliamentary work includes formal requests for information on cancer treatment and obstetric fistula care. In June 2023, she asked the relevant Senate committee to obtain information about the status of fistula facilities and trained personnel, the barriers patients face in obtaining treatment, and the arrangements available for surgery, rehabilitation and social reintegration. The request was directed toward a clearer assessment of the public health system and its ability to serve affected patients. Source

She also asked for information about the affordability of cancer treatment, including public funding, proposed interventions to reduce the financial burden on patients and the availability of cancer diagnosis and treatment facilities in counties. Source

Her sponsorship of the E-Health Bill, 2023 adds a legislative dimension to this work. The bill explores how digital and mobile-health services could fit within a framework of legal responsibilities and institutional coordination. As at October sixteen, 2026, it remained before the Senate at Second Reading. SourceSource

Together, these initiatives reflect a parliamentary interest in the intersection of care, access and systems. Through questions and proposed legislation, the Senator has brought particular health-service issues into official consideration while the responsibility for providing healthcare remains with the appropriate institutions.
