The Senate passed the Public Finance Management (Amendment) Bill, 2023, sponsored by Senator Hamida Ali Kibwana, on 5 December 2024. The bill is recorded as Senate Bills No. 40 of 2023. The proposal concerns the framework for public financial administration, including county revenue management arrangements. Source

Passage by the Senate was a significant procedural milestone for the sponsored bill. It demonstrated that the proposal had progressed through Senate consideration and received approval in that House.

The legislative process did not end there. Parliament’s current trackers show that the bill was subsequently referred to the National Assembly, where it was listed for First Reading on 13 February 2025. As at the official National Assembly tracker of 15 October 2026, a final Act and presidential assent were not recorded for Senator Kibwana’s specific bill. Source

For that reason, the bill is described on this website as a proposal that has passed the Senate, not as a law that has already been enacted. The status will be reviewed when a subsequent official parliamentary record becomes available.
