Introduction

The Senate’s oversight procedures allow concerns affecting communities, institutions and public services to be examined in an official forum. Senator Kibwana has used questions and statement requests to seek explanations from ministries, regulatory bodies and other public institutions on a range of issues.

The case studies below summarize what was raised. A request for information is not the same thing as a judgment against an institution, and it does not automatically establish that an identified concern has been resolved.

Obstetric fistula services

In June 2023, Senator Kibwana sought information from the Senate Standing Committee on Health about the accessibility and affordability of obstetric fistula treatment in Kenya. Her questions covered the availability of specialized facilities and trained medical personnel, barriers to care, and the government’s approach to surgery, rehabilitation and reintegration. The inquiry focused on understanding the scope of available services and identifying gaps requiring a policy response. Source

Cancer treatment

On the same date, she requested a statement concerning the cost and availability of cancer treatment, the allocation of resources, proposals to subsidize care and access to treatment facilities in counties. The questions directed attention to financial and geographic barriers to diagnosis and treatment. Source

Passport issuance and alleged corruption

Her statement request concerning immigration services asked about passport-processing difficulties and alleged bribery. This was a parliamentary question seeking an institutional response, not evidence that the Senator adjudicated wrongdoing. Source

KEMSA procurement concerns

Senator Kibwana sought explanations in relation to allegations concerning KEMSA procurement of mosquito nets. The inquiry illustrates how Parliament can request accountability about public purchasing processes. Source

Older persons in residential care

Reports of mistreatment in care homes were among the concerns she raised in Parliament. A subsequent parliamentary account referred to questions about PCEA Thogoto Care Home and a request for a more comprehensive government reply. Source

Missing children

A July 2026 Senate committee inquiry followed a statement sought by Senator Kibwana on reports of missing children. Parliamentary coverage records questions about data systems, coordination between agencies, tracing efforts and child-protection capacity. It is an example of a public concern being pursued through committee scrutiny. Source

Other questions on safety and public services

Senate business papers have also recorded matters she raised about child exploitation, motorcycle helmet safety, neonatal services and ambulance services. The business paper records scheduled requests, rather than the outcome of each matter. Source
