Bringing production, processing and market development into one policy conversation

Agriculture supports livelihoods across Kenya, but the economic value of farming depends on more than production alone. Farmers, processors, aggregators and traders need appropriate systems for market access, quality, coordination and the value that can be created from agricultural products.

Senator Hamida Ali Kibwana sponsored the Nuts and Oil Crops Development Bill, 2023 (Senate Bills No. 47 of 2023). The bill proposes a framework for development of the nuts and oil crops sector, including arrangements for governance, production, processing, marketing and value addition. Source

The proposal puts a sector with links to farming incomes, agricultural enterprise and manufacturing before Parliament for consideration. As with other legislation, however, a proposed framework does not by itself establish a functioning institution, guarantee better crop prices or create jobs. Those outcomes would depend on passage, implementation, public funding, market conditions and the actions of responsible institutions.

Parliamentary progress

The bill advanced beyond its earlier readings to the Committee of the Whole stage in 2026. The official Senate tracker dated 16 October 2026 records that stage and notes that the bill was awaiting division. This is further progress through Senate procedures, but it does not establish completion of the entire lawmaking process. Source

Issues addressed by the proposal

Sector coordination. Proposed structures through which the development of nuts and oil crops could be organized.

Value addition. Attention to processing and the ability to generate greater value from agricultural output.

Market development. Consideration of arrangements relevant to producers, processors and access to commercial markets.

Farmer livelihoods. Recognition that sector policy can shape conditions in which producers participate, while actual income outcomes require measurement after implementation.
