Proposing stronger systems for public revenue administration
Public services depend not only on how money is allocated, but also on how it is collected, recorded, controlled and reported. Effective revenue administration is particularly important for county governments, which must account for their finances while supporting services within the devolved system.
Senator Hamida Ali Kibwana sponsored the Public Finance Management (Amendment) Bill, 2023 (Senate Bills No. 40 of 2023). The bill proposed adjustments to the legal framework for public financial management, with attention to integrated county revenue systems and associated administration and oversight arrangements. The proposal was passed by the Senate with amendments on 5 December 2024. It was subsequently transmitted to the National Assembly. The National Assembly’s official bill tracker dated 15 October 2026 lists it as having been read for the first time in that House on 13 February 2025, without recording completion of subsequent stages or presidential assent. This makes passage through the Senate a documented milestone, not the same as enactment. The legislative profile will be updated when a new authoritative record confirms further progress.
Why the proposal matters
Financial administration is fundamental to accountable devolved government. When revenue systems, reports and responsibilities are unclear or poorly coordinated, it can become harder for citizens and oversight institutions to follow public funds and assess whether public services are being supported adequately.
The bill’s central subject is the design of public finance procedures. Its significance lies in the proposed institutional rules rather than an immediate increase in county revenues or a guaranteed financial outcome. Any claim about savings, increased revenue collection or implementation would require subsequent government data.
