A reported proposal addressing gender-based violence and care for vulnerable people

Violence and abuse can take place in physical spaces and through digital technology. Online intimidation, the misuse of private images and other technology-facilitated conduct can cause serious harm. Public policy must also consider how victims can obtain safe accommodation, appropriate care and access to support services.

A report published on 16 October 2026 identified Senator Hamida Ali Kibwana as the sponsor of the Social Protection (Amendment) Bill, 2026. According to that report, the proposal would recognize technology-facilitated conduct within the definition of gender-based violence and seek to strengthen arrangements for county-level care facilities serving survivors and other vulnerable groups. Source

The reported provisions include potential responsibilities for counties in making land available for care facilities and authority for regulations setting standards for construction, administration and specialized services. The reporting also notes that the proposal does not specify how many facilities each county would operate or the precise funding needed. Those matters would require attention in legislation, budgeting and implementation. Source

What the proposal would mean if enacted

The proposed changes would seek to widen the scope of statutory protection and bring survivors more explicitly within social-protection arrangements. They may also provide a legal framework for facilities serving older persons, children, persons with disabilities and others needing care. The exact legal effect will depend on the final text, parliamentary amendments and any subsequent enactment.

Important status notice: This is a newly reported proposal. The official Senate bill number and First Reading were not independently confirmed in the 16 October 2026 tracker. The report does not establish enactment or construction of facilities.
